Excerpted from Martha French's Starting With Assessment: A Developmental Approach to Deaf Children's Literacy (1999). This paper addresses some of the most pertinent issues in deaf education. It evaluates the benefits and potential drawbacks of current approaches to improving deaf children's literacy. It provides a developmental approach to assessment and instruction. It also outlines a balanced, structured program to teach literacy skills and strategies that are sensitive to the students' developmental needs and that capitalize on each child's conversational language competence.
