The Clerc Center's Legislation

The Education of the Deaf Act in 1986 reauthorized KDES and MSSD and established a national commission to study the education of students who are deaf and hard of hearing across the United States. The Education of the Deaf Act Amendments of 1992 (P.L. 102-421) not only reauthorized KDES and MSSD, the law also mandated the schools to maintain exemplary elementary and secondary educational programs and to institute projects and activities for the primary purpose of developing, evaluating, and disseminating innovative curricula, materials, and instructional techniques and strategies that can be used in various educational environments. These environments include regular classes; resource rooms; separate classes; separate nonresidential schools (public or private); separate residential schools (public or private), and homebound or hospital environments.

The Clerc Center is expected to serve individuals who are deaf or hard of hearing, including those with a broad spectrum of needs: students who are lower achieving academically students who come from non-English speaking homes students who have secondary disabilities students who are members of minority groups students who are from rural areas.

The Clerc Center is expected to provide information, training, and technical assistance for parents and personnel throughout the nation to meet the needs of children who are deaf or hard of hearing in various educational environments and with a broad spectrum of needs. In addition, The Clerc Center is expected to establish and publish priorities for research, development, and demonstration through a process that allows for public input.
